I would suggest giving a 2 months trial membership during which the candidate can examine the benefits of IV. After the trail period, charge a nominal $5 monthly fee. I think that should be very reasonable, and nobody would lose their sleep over parting with $5. That would easily raise about $100K per month (~20K members*$5).
However we should continue to encourage members to commit to monthly contributions if they choose to voluntarily. Also as someone suggested, different access privelages may be assigned.

USCIS cannot keep the filing fees if they return your application. They can only keep it if they do accept it and then deny/reject your application.
looking at what happened on July 2nd, USCIS can do whatever it wants to do.

you will know when you face layoffs and unfairly they target you.
H1 and L1 laws:
We (employees) didn't write it.
Outsourcing companies didn't write it.
US government wrote these laws.
Why should an H1B pack his bag in zero days when he loses his job ? ( He doesn't even get time to sell his house, take care of his kid's education etc)
Why is an H1B employee asked to pay for social security and medicare when government knows that he cannot take advantage of these benefits ?
Why does different DMVs discriminate against H1Bs when issuing licenses ?
Mr Dick and co is ready to kick you all out of the country. It does not matter whether you are on H1 or L1.

Remember, most people are working hard and chances are that they may get fired for jobs doing this.
SO many IV members have been risking thier jobs to work hard on these things.
So many people have taken unpaid vacations, spent valuble time on this.
Kudos to Aman, Himanshu, Jwalant, and all other folks who are helping the community.
A lot of people are free riders, they come to IV for informartion only. A lot of people do not want to do anything, just because someone else is doing it for them. I have heard excuses from people saying "Don't you have anything else to do??? You will be fired from your job, I bet you, don't get disillusioned by these folks at IV, they cant move a stone"

My analysis for EB2. If some one is not agree with this, please ignore it but don't put any rude comment.
DOL approved labor as follow
For India (all category assume 50% are EB2)
2005 : 1350 (EB2-I : 675
2006 : 22298 (EB2-I : 11149)
2007 : 24573 (EB2-I : 12286)
2007 before July 2007 (approximately 65%)
July 2007 : 15972 (EB2-I : 7986)
2007 labor approval is for FY (up to Sept 07). If person have approved labor before July 2007, 99% he/she might have filed I 485.
Consider derivative (Dependent) factor : 2.5
Following numbers of I 485 pending applications for EB2-I:
2006 : 27872
2007 : 19965
Total : 47837
As per Sen Kyl's information pending I 485 for EB2 India : 51717
PD Before 31 Dec 2005 : 3880
PD Before 31 Dec 2006 : 31752
PD before July 2007 : 51717
If this data is true, It would be easily hit early 2006 cut off date for EB2-I in August/Sept 2009 VB
Good luck to every one !
(Note: I got my Green card in 2007)
Hey Khodalmd,
Good to see some of the old timers hanging around though the got their Green.
As you can see some of those old timers are still languishing here! Funny thing is becoming current is no guarantee of completion of processing, it merely gives you a chance to be hopeful!
This is a massively screwed up immigration system in so many ways. Totally unbefitting of such a great country.

One step closer.
With last year crisscrossing, EB2 India most apps are cleared upto september 2004. We should not have too many in 2004 except substitution cases.
Hope it will step into 2005 in next 4 months....
Yes, I guess the slowdown will happen when it hits the 2005 mark when PERM was introducted and a lot of EB3 were converted into EB2

I have sent money using icicibank's M2I service . Usually they take 5 working days to remit the money(atleast 8 days to transfer). I made four transactions last week(mon, tue, wed, thu) and they already remitted the money using low conversion rate.
It just took less than three days to remit the money this time. Bank deliberately did this just to steal money from me. I have lost more than 35 paise per dollar and it comes close to Rs 10,000. This is ridiculous and its a big robbery.
How do i get my money back? How do i make a compliant about this bank? They have no one to assist me over the phone.
What to do now?. Rs 10,000 may look too small for us. But how can we let banks to act like a criminals.
Any help/suggestion/comment?
LOL..this bank is a POS..its just our fate that we still end up with these bank ppl..I wish sometime we in India get better and BIGGER banks than ICICI.

Hi
I agree that recapturing lost no's from previous years will be the best possible solution. But to do that we need intervention from the congress and the President needs to sign a bill to recapture the lost no's.To accomplish this goal we need to keep up the momentum generated from this june bulletin fiasco and intensify our lobbying efforts in Washington.
Kudo's to the IV core for their strong campaign in championing our cause.

Ok. But how does this apply to immigration?
On the page you quote, below is what I see -
The Civil Rights Division of the Department of Justice enforces federal laws that prohibit discrimination in:
Education
Employment
Housing
Lending
Public Accommodations
Law Enforcement / Police Misconduct
Voting
The "per-country limit" is definitely unfair within the realm of employment-based immigration due to the outdated and irrelevant law which needs reform. However skewing this to make it a civil rights issue is pushing it a bit too much.
So coming back to Immigration (which is what, I believe, we are discussing), below is what I came across on congress.gov.
The Supreme Court has ruled that the Congressional power to regulate naturalization, from Article 1, Section 8, includes the power to regulate immigration (see, for example, Hampton v. Mow Sun Wong, 426 U.S. 88 [1976]
In other words, the Constitution does not specifically mention immigration but based on the above, delegates power to the Congress to pass laws to regulate immigration. This Article of the Constitution also clarifies the part about rules for immigrants and quotas being set at the Federal level and not State level.
The above is a fact, not my opinion. Therefore, No - I do not agree that your reasoning has any direct parallel to our case since the correct approach and reasoning involves challenging a Supreme Court Ruling on Article 1 of the Constitution, which you would agree is next to impossible.
Thanks for asking this. I found this: Civil Rights Division Home Page (http://www.justice.gov/crt/legalinfo/natorigin.php)
IMO, rather useful in our discussion, though not relating to the constitution. But if you insist, I might point you to the 14th amendment ...
Fourteenth Amendment to the United States Constitution - Wikipedia, the free encyclopedia (http://en.wikipedia.org/wiki/Fourteenth_Amendment_to_the_United_States_Constitu tion)
Read the "Equal protection clause". It mentions this case:
The Court has also struck down redistricting plans in which race was a key consideration. In Shaw v. Reno (1993), the Court prohibited a North Carolina plan aimed at creating majority-black districts to balance historic underrepresentation in the state's congressional delegations
Do you agree that we can draw a direct parallel of this case to our case, where they are segregating visa numbers based on the country of origin?
